Federal authorities announced Tuesday that Secret Service agents have dismantled a clandestine network of electronic devices across NYC capable of disrupting the city’s cellphone network while simultaneously facilitating anonymous assassination threats against senior U.S. officials and supporting criminal activities.
The operation uncovered more than 300 co-located SIM servers and 100,000 SIM cards at five locations within a 35-mile radius of New York City, officials said. Alongside the equipment, agents seized 80 grams of cocaine, illegal firearms, computers, and cellphones, pointing to a broader criminal enterprise. “This network posed a significant threat not only to critical communication infrastructure but also to national security and public safety,” a Secret Service spokesperson stated.
The discovery comes amid growing concerns about coordinated efforts to manipulate public opinion through mass messaging campaigns. Recent reports highlight the rise of groups using bulk SMS and WhatsApp-style message blasts to flood communities with targeted narratives, creating the illusion of widespread support for specific causes, including pro-Palestine, pro-Hamas, or anti-Israel sentiments. These campaigns rely on volume and coordination to distort public perception, often amplifying divisive or misleading messages.

The dismantled network operated using a sophisticated setup. Perpetrators acquire large numbers of SIM cards or virtual phone numbers, often through cheap prepaid plans or VoIP services. These are paired with bulk messaging tools or automated bots to send thousands of texts or app-based messages. The content, typically uniform, urges recipients to adopt specific beliefs, share messages, donate to causes, or vote in particular ways. By flooding phones with repetitive messages, the campaigns create a false sense of popularity or urgency, exploiting human tendencies to trust seemingly widespread opinions.
In some cases, fake or hijacked social media accounts amplify these messages, transforming private texts into public narratives. The goal is perception so that when people see the same message from multiple sources, they’re more likely to believe it’s credible, even if it’s completely fake and funded by foreign influence networks like Qatar, China or Iran.

These tactics are dangerously effective due to their low cost and anonymity. They do not require a large budget or infrastructure. It simply requires several burner phones, virtual numbers, and a scripted message.
These campaigns can rapidly saturate neighborhoods or entire states, distorting democratic processes by creating false impressions of public sentiment. The anonymity of the actors, whether foreign agents, terrorist organizations, domestic groups, or politically motivated individuals, makes it difficult to trace the source.
The Secret Service’s findings suggest the New York network may have been used for more than just communication disruption. The assassination threats and criminal activities tied to the operation highlight its potential to destabilize both infrastructure, political discourse, and public trust. The networks could also have been used by Islamic foreign actors to organize Palestinian protests or to possibly even amplify campaign messaging for Zohran Mamdani. The infrastructure was designed to manipulate how people think and act in a political manner.
