At some point not so far from now it won't be viable to not have a post-quantum strategy for anything. And this is regardless of the true validity of the quantum threat.
Enough progress in quantum has been made (especially last year) that, when combined with human nature, makes newly-introduced quantum-vulnerable tech just not scalable. You'd be nuts to release something new this year without at least a roadmap.
If you think the quantum threat will never materialise then you can see this as a bug in human nature. If you think it may indeed materialise then you can see this as a feature.
Either way it doesn't matter, human nature dictates here.
