They don’t have internet so I’m not sure how they are going to download it?
I would guess it gets downloaded prior to a total black out, of downloaded in intermittent uptimes, or perhaps pwople with the app can send it to someone else in person (not sure you can do that? I assume yes with an apk but doubt it is possible on apple)
