If art often becomes a meme, the other way around should be possible too.
What we refer to as “art” is quite literally a subset of the broader category of “memes.” “Internet memes” (which is probably what you mean when you say meme) are just a further subset of “art”. Not all art is enjoyable by all people, but that is just the nature of art.

Art needs to return to its proof of work state. Calling memes art and memers artists is proof of stake and modern art behavior.
Something that requires a ton of proof of work may be empty art.
And a meme that was well thought and poignant can be artful.
The beauty of #art is that is has no bounds and encapsulates many things🤙🔥
