this does NOT mean what the common person thinks it does.
it refers to an Office/Officer of the federal government.
the definition does not include private americans working and doing business in the private sector because such a compelled, direct tax without apportionment is expressly prohibited by the Constitution.
DC is foreign relative to the several States. Those laws fly for employees/ers of the fed because such PERSONS do not have the same Constitutional protections as We the PEOPLE.

Uh, have you READ the 16th Amendment, which specifically eliminated the apportionment requirement?
"The Congress shall have power to lay and collect taxes on incomes, FROM WHATEVER SOURCE DERIVED, WITHOUT APPORTIONMENT without among the several States, and without regard to any census or enumeration."
