The shepherd owns the sheep. He is in full control and can do whatever he wants. He could even kill them all if he chose to, but he won’t. Without the herd, he is nothing. What he wants is an obedient herd. If the sheep try to seek freedom, the shepherd begins demonstrative punishments.
