On Oct. 8, Portland Police made four arrests of rioters by the ICE facility. A man named Christopher Joseph Norman, of Vancouver, Wash., was seen displaying a replica firearm by the ICE facility. The Portland Police detained him and issued him a criminal citation because he claimed to be caring for a dog and couldn't go to jail. Because he was let go, he then allegedly went on to use a laser to attack the Portland Police Air Support Unit.
