discover does use likes! liking things is meaningful here (in addition to being nice to the person whose posts you liked). also Discover has been the default feed for newly joining people for many months now so there definitely *is* an algorithm (but one of many, and you can swap it out) RE:

looks like Discover started working well for me again, latest fixes and tweaks from @npub1ak8p...j5ld seem to have helped!
