intentionally generating artifacts using a jpeg-esque method.
on a high level it works by interpreting each 64x64-pixel block as a sum of 2d basis waveforms, where each basis waveform is multiplied by a coefficient. the coefficients are rounded to intentionally lose information, and then this representation is converted back into raster form.
