anyway new ( actually Newegg refurbished ) GPU is coming on Friday. won't attempt any solution until then.
i have a soft spot for blower type GPUs because they exhaust heat outside of the case, but in recent generations Nvidia and AMD reserve such GPUs for workstation class cards which sadly do not have HDMI output. the card i ordered was basically the last blower style card that had HDMI output so i can plug my TV in it without adapters.
this is another example of what i call "punishment engineering" - idiots think "gaming style" ( think triple fan ) coolers on GPUs exist because they are "better" - actually it's just your punishment for not spending Quadro money.
and yes it's true blower style cards can sink at most about 300W TDP while triple fan card can easily do 600W but this only matters for the top tier GPUs while for mid to low tier GPUs there are no advantages to "gaming" style coolers, with the big disadvantage of heat being dumped inside your chassis.
the best cooler type is of course liquid, followed by hybrid. but hybrids are hard to find and liquid is a lot of work.
for mid-range card which is what i got blower is the best you can ( or used to be able to ) do.
but gaming style triple fan units aren't hopeless either because they can often be converted to liquid with an aftermarket waterblock. but this is only true for popular high end models. nobody makes water blocks for bootleg entry level cards, which is why rather than get one of those i went for a used ( Refurbished ) blower style card for my oldest PC.
