The War Powers Act allows POTUS to direct US military action for 60 days without Congressional approval, provided he notfies Congress 48 hours after. That is an expansion of presidential power since the Constitution requires approval first.
The Senate approved a measure to repeal that, and reduce Trump's use of the military for personal whims. He not only bashed the Senators who crossed party lines, he screamed about the WP Act being "unconstitutional". It also includes a limit on his power.
