I really don't understand why such a website exists, like it feels like the police trying to be cool because Europol website communication is not cool enough

Does anyone know any good course to learn internet infrastructure / internet censorship / digital surveillance for people with a non-technical background? I am pretty open about the format (degree, online course, reading list, curriculum and everything in between)
