The problem, from our perspective, is people for whom peace is the absence of conflict. These people are "on your side" insofar as they want peace, so if the murders, beatings, and kidnappings increase to where they can no longer ignore it, they *will* take to the streets to oppose that. But If the oppression simply occurs out of their field of view, the comfortable will be satisfied, and even oppose anything that brings the oppression *to their attention* (disrupting their comfortable peace).
