I get private property owners not wanting to pay for creating a third bathroom if they can avoid it. I would understand if they eliminated the men's #restroom and converted it to the #gender-neutreal, but why would they keep the men's room and convert the women's? Is the assumption that cisgendered men wouldn't use all gender bathroom?
