listening to someone who plays starcraft 2 and is grandmaster ranked cry about smurfing is both funny and sad to me.
There is no cure for smurfing, the amount of detection or behavioral analysis required to counter it would be god awful, and just letting the community report suspicious accounts just leads to witch hunts, there's just not going to be a solution for it.
Best you can do is make it cost by requiring someone buy a new copy of starcraft 2 if they want to leave behind their new account, too bad the game is f2p. The problem is just going to get worse and worse because player growth just isn't high enough because Blizzard won't invest in SC2 anymore and no RTS will dethrone it an also be a game in a box experience.
