Majority of them will go back to Twitter but the Japanese more likely won't. When Twitter Migration 1.0 happened in 2016/7, that was when Japanese users dominatid the Fediverse. They had multiple largest instances. It was only broken during Twitter Migration 2.0 because of Elon.
