Testimonies from displaced families describe food and health packages stripped of soap, diapers, toothpaste, and hygiene supplies, many of which later appear for sale in local markets.
Analysts say the problem is systemic, beginning well before aid trucks enter Gaza. Consumer protection expert Mohamed Barbakh points to manipulation in international supply tenders, where contracted companies reduce quantities or substitute cheaper goods to cut costs. Additional losses occur during local distribution, where weights are reduced or items removed. Economists describe a broader “network of chaos and exploitation,” worsened by the absence of UNRWA, whose removal has left inexperienced organizations struggling to manage large-scale aid.
Israel’s continued restrictions on UNRWA operations and bans on hundreds of essential food items have deepened shortages, accelerating aid leakage and black-market profiteering amid mass unemployment and hunger, the report says.
