The requirement written into the U.S. Arms Export Control Act requires that the sale not erode Israel’s ability to “counter and defeat” any regional threat through superior military capabilities. It requires the Pentagon and State Department to certify to Congress that every relevant U.S. arms sale preserves Israel’s edge.
