CONTEXT: On December 16, 2025, at approximately 7:57 p.m., Eastern District Detectives were monitoring CCTV cameras when they observed suspected narcotics activity in the area of North Charles Street and East 21st Street. Members of the Eastern District Action Team (DAT) were directed to the area to further investigate and attempted to initiate a traffic stop on a vehicle believed to be involved in the activity. The vehicle fled from officers, and a pursuit ensued. A request was made for Foxtrot (BPD’s helicopter); however, it was not in service at the time. The vehicle entered the 500 block of West Lanvale Street and drove into a dead-end alley. Three officers exited their vehicle and approached on foot, issuing verbal commands for the occupants to show their hands. The vehicle suddenly reversed toward one officer and crashed into a fence. It then accelerated again towards the officer, at which point all three officers discharged their firearms. The passenger, 61-year-old Andrew Brown, fell out of the vehicle as it drifted in reverse. The driver, 37-year-old Devin Thomas, exited the vehicle and laid on the ground. Officers placed both males in handcuffs and rendered aid to Thomas, who had been struck by gunfire, until medics arrived on scene. Thomas was transported to an area hospital and has since been released. He was later arrested and charged with assault and dangerous weapon with intent to injure. A subsequent search of the vehicle yielded the recovery of two firearms and narcotics. (BPD / News release)
