The facts:
• Gitmo is a U.S. Navy base with a long-standing detention facility.
• President Trump did issue an Executive Order on December 21, 2017, declaring a national emergency over global human rights abuses and corruption. That order authorized the freezing of assets and empowered agencies to act.
• Secretary of Defense James Mattis visited Gitmo on the same day — the first Defense Secretary visit since 2002 — and Attorney General Jeff Sessions had been there months earlier.
• The Department of Defense has allocated hundreds of millions of dollars to upgrade the facility, including new barracks and medical capacity for detainees.
• National Guard and Marine units have been rotated to Gitmo for security missions.
The rumors:

• Flight tracking, anecdotal leaks, and Q-style posts are used as circumstantial evidence for this narrative.
• The legal mechanism often cited is that under a declared national emergency and certain executive orders, individuals could have assets frozen and be held by military authorities outside the continental U.S. This is legally possible but would require signed warrants, orders, and a chain of custody that has not been made public."
