Ernest Flagg (1857-1947) was an American Beaux-Arts architect mostly famous today for his sky scrapers, but he also designed hundreds of villas, built with the slipform stone masonry technique that he likely invented: the fastest and simplest way of building solid stone and concrete walls. Most of them are still with us. Slipform mean setting up formwork of wood, stacking stones against the sides (one or both sides depending on what you are building and then filling the middle with concrete or mortar: use more stone to save money on mortar but use more mortar to save time and labor on stone). When the form is full you typically remove it after a few hours, clean up the mortar on the visible side (or sides) and then raise the formwork to the next level. Repeat as needed. In 1932 Scott and Helen Nearing left New York and built their home from local stone, in Vermont and later Maine, by hand, without any experience or machinery and little to no money. They used the slipform stone masonry technique, usually considered the easiest and most beginner friendly stone building method. Rue CrΓ©mieux in Paris is widely regarded one of the most charming streets in the world, consisting of plaster stone or brick townhouses of tree stories. I think it would take a complete amateur with a couple of days training/instruction about 4-5 months of labor to build the walls alone, and then a similar amount of time for the rest (floors, interiors etc.), using basic machinery (cranes to lift the stone etc.). The price excluding your own labor would be very low. The resale price would be multiples of the investment. Why doesn't any small- to mid- sized European city set aside the the land, provide a pattern-book and organize a weekend course before setting self-builders lose on the site? The materials, quarried stone, could be had extremely cheaply if bought in bulk from a suitable nearby quarry.
