The Netherlands that requested the very review were asked if they'd support suspending the association agreement if the review incriminates Israel, they said NO, they only wanted the review to pretend to be taking action.
The review's conclusions will be delivered orally to the member states, instead of in writing; another cheap manoeuvre!
This would be the 3rd review in 12 months, two earlier ones incriminated Israel, yet zero action was taken!

The UK et al. penalized them for "statements" not actions or decisions & confined the scope of those statements to the West Bank NOT Gaza, b/c if they included Gaza or actions, they would've had to sanction the entire gov & IDF chain of command.
