EXACTLY THIS. The "tariffs" are actually an expansion of the US's regime of sanctions to all the other countries they weren't already targeting, to force total compliance with US policy. My hope is that it won't work any more, though--every country on the list has an incentive now to increase trade with every other country on the list, and there are a fucking lot of us.
